CBNL was founded in 2007 now headquartered in Nigeria and has since evolved into a pan-African telecom system integrator. With more than 19 years of telecommunications infrastructure experience, it supports projects across Africa.

From its beginnings as a Fixed Wireless Access (FWA) specialist, the company has evolved into a technology-agnostic systems integrator with a fibre-first approach. A seasoned professional and experienced business coach, his banking, consulting and strategic management experience spans over 28 years. Bassey has managed private sector (MSME) development and access to finance projects funded by the World Bank, United States Agency for International Development (USAID), Department for International Development (DFID), Overseas Private Investment Corporation (OPIC), the Dutch-funded Stichting Medical Credit Fund (MCF) and many others. His industry experience includes energy, healthcare, education, agriculture, agro-processing, light manufacturing, ICT and entertainment.

Francis Okinyo is the Regional Director for East Africa, providing strategic leadership across the region and representing the Group in all executive, operational, and stakeholder engagements. Mugabi John Ivan is the Pre-Sales Engineer & Business Solutions Lead at Cambridge Broadband Networks Uganda Limited. In his current role, he serves as the strategic face of the organization, driving business development by identifying new clients, securing customer acquisition, and managing enterprise onboarding.

Chief Executive Officer

Obehi Okosun

ABOUT

Obehi has more than 26 years of experience in telecommunications and ICT, including over 23 years in projects, people and business management. 

He has strong knowledge of telecommunications business and operations support systems, as well as extensive expertise in telecom IT products, technologies, services and management. 

He is a self-motivated, results-oriented leader with a proven ability to use technology, application packages, project and financial reporting tools to improve business performance and growth.He is an experienced leader in analytical and technical business operations, with strong commercial capabilities in project economics, tender preparation, and contract negotiation within the telecommunications and IT industries. 

He is a value creator with responsibility to provide visionary leadership and strategic direction to all its regional operations in Africa with eyes on the bottom-line while managing stakeholders interest including board of directors. He leads by example and has a proven ability to build cohesive, high-performing teams while providing hands-on guidance and expertise. 

He holds a bachelor’s degree in electrical and electronic engineering and a master’s degree in engineering management from the University of Benin, Nigeria; an MBA from the London School of Business and Finance, UK; and an honorary doctorate from John Wesley University, Nigeria. 

He also holds an Accelerated Management Programme certificate from Lagos Business School, Nigeria. He is a Certified International Project Manager (CIPM) through the American Academy of Project Management (AAPM). He holds an IASSC Lean Six Sigma Green Belt certification from PeopleCert Group, focused on process improvement and eliminating organisational waste. 

He is a member of the Nigerian Society of Engineers (MNSE), the Project Management Institute (PMI), and the Institute of Electrical and Electronics Engineers (IEEE). 

He is an excellent communicator with strong collaboration, presentation, and problem-solving skills, supported by practical knowledge of project management. 

His experience spans the sub-Saharan regions of African, complemented by technical and managerial trainings in Africa, North America, Europe and the Middle East.

Bassey Daniel

A seasoned professional and experienced business coach, his banking, consulting and strategic management experience spans over 28 years. Bassey has managed private sector (MSME) development and access to finance projects funded by the World Bank, United States Agency for International Development (USAID), Department for International Development (DFID), Overseas Private Investment Corporation (OPIC), the Dutch-funded Stichting Medical Credit Fund (MCF) and many others. His industry experience includes energy, healthcare, education, agriculture, agro-processing, light manufacturing, ICT and entertainment. 

As a consultant to several medium-sized companies in the telecommunications, energy, power and services sectors, Bassey has gained hands-on knowledge of business leadership and operations across West, Central, East and Southern Africa and is constantly exposed to the day-to-day challenges facing African entrepreneurs. 

Bassey holds an MBA from IESE Business School in Barcelona, Spain and is a seasoned business trainer and facilitator. Over the last 28+ years he has worked with some of the best in the business training industry, designing and delivering dynamic learning and capacity building programs for diverse target audiences, including microfinance and commercial bank executives and loan officers, as well as business owners in diverse sectors.

Neville Chapman

Neville Chapman serves as Chief Technical Officer at CBNL Africa, where he provides technical leadership across network operations, service delivery assurance, wireless infrastructure deployments, customer support governance, vendor coordination, and product lifecycle alignment.

He is a senior telecommunications professional with industry experience dating back to 1986, spanning fixed and mobile networks, technical support, data transmission, project delivery, site deployment, and operational management.

Neville began his career at Telkom SA, where he completed his technical qualification and internship, later progressing through technical support, transmission, and project management roles over 19 years. He also gained international deployment experience with Lebombo Projects in Mozambique, covering site planning and mobile and fixed wireless rollout.

His core expertise includes network planning, field operations, managed services, wireless broadband, service continuity, and customer-facing technical assurance.

Francis Okinyo is the Regional Director for East Africa, providing strategic leadership across the region and representing the Group in all executive, operational, and stakeholder engagements. With a career spanning more than two decades in senior management, he has led high‑impact operations, business growth initiatives, and large‑scale organizational development across the telecommunications and technology sectors. 

Francis is recognized for his strengths in strategy execution, regional operations leadership, market expansion, contract oversight, and building high‑performing teams. Before joining CBNL Africa Group, he held executive roles including Chief Operations Officer and Regional Director, where he drove operational excellence and long‑term client partnerships. He holds a Bachelor of Arts in Mathematics and Economics from the University of Nairobi and has completed professional project management training.

Adebola Olowojolu

ABOUT

Olowojolu Adebola is a Technology, Telecommunications and Operations Executive with over 25 years of experience spanning telecommunications infrastructure deployment, project management, operations leadership, process improvement, service delivery and quality assurance. He has built a distinguished career delivering complex network infrastructure programmes, leading multidisciplinary teams and implementing solutions that improve operational efficiency, customer experience and business performance.

He currently serves as Executive Director, Operations at Cambridge Broadband Networks Limited (CBNL Africa), providing strategic leadership that aligns people, processes, technology and commercial objectives. Under his leadership, CBNL has strengthened operational structures, performance management, service quality, project governance and customer delivery, while expanding its capacity to execute complex telecommunications and managed-services programmes.

At CBNL Africa, Adebola has led major projects for MTN Nigeria, IHS Nigeria, 9mobile and Airtel Nigeria, covering active equipment deployments and swap-outs, fibre rollout and relocation initiatives, and managed services. He has supervised field operations supporting active RAN infrastructure across more than 1,200 BTS sites for 9mobile and overseen managed services for more than 500 Airtel Enterprise customers across Lagos and Ogun. These achievements have strengthened service continuity, delivery discipline, customer confidence and operational responsiveness.

Previously, Adebola spent more than a decade with Etisalat Nigeria, now 9mobile, holding senior Regional Rollout Manager positions. He contributed to deploying more than 1,800 2G, 1,200 3G and 800 LTE/4G sites across multiple Nigerian states and delivered the swap-out of over 800 BTS sites in Lagos, Ibadan and Ilorin with minimal impact on customer experience.

Earlier, at MTN Nigeria, he managed regional rollout programmes, including more than 500 BTS sites and associated civil, electrical, telecommunications and transmission infrastructure.

Adebola combines technical expertise in GSM, wireless technologies, fibre optics and network operations with strategic leadership, stakeholder management, vendor coordination and process governance. His leadership has also improved cross-functional collaboration, accountability, process standardisation and the organisation’s ability to consistently deliver quality services at scale. He holds a B.Sc. in Electronic and Electrical Engineering from Obafemi Awolowo University, with professional training in project management, ITIL, IT service management, Cisco networking, leadership and telecommunications technologies. He is a member of the Project Management Institute.

Country Manager, Côte d’Ivoire

Koffi Kan Olivier Damas

ABOUT

A seasoned professional in telecommunications engineering and QHSE management, KOFFI Kan Olivier Damas has over 15 years of strategic and operational experience in deploying and securing technological infrastructure in West Africa.

Currently Country Manager at CBNL CI (CBNL Africa Group), he oversees all integration, sales, installation, and maintenance activities for fiber optic transmission equipment, microwave links, and FTTX networks.
His career was significantly shaped by seven formative years at Huawei Technologies, where he led delivery quality and EHS compliance across a sub-regional scope covering five countries (Côte d’Ivoire, Guinea, Benin, Togo, and Burkina Faso). During his tenure, he instilled a “zero defects and zero accidents” culture, ensuring strict adherence to ISO 9001 and ISO 45001 standards on major projects for leading telecom operators (ORANGE, MTN, MOOV) as well as strategic government projects (e-education, e-security, national defense). His commitment and achievements were recognized with numerous significant awards (GTS Top 10 DQA, Huawei Quality Star, Huawei Future Star).

A Network & Systems Administration Engineer and former IT consultant and instructor, Mr. KOFFI Damas combines advanced technical expertise with a pragmatic managerial vision, focused on operational excellence, and added value for clients and partners.

Mugabi John Ivan

ABOUT

Mugabi John Ivan is the Pre-Sales Engineer & Business Solutions Lead at Cambridge Broadband Networks Uganda Limited. In his current role, he serves as the strategic face of the organization, driving business development by identifying new clients, securing customer acquisition, and managing enterprise onboarding.

He collaborates across cross-functional teams to structure commercial proposals, optimizing lead qualification and Proof of Concept (PoC) success rates to accelerate regional revenue growth. Backed by over a decade of telecommunications experience in Uganda, including deep roots in network setups, Mugabi specializes in broadband business solutions, satellite communication, cloud migration, and cybersecurity.

He holds a Bachelor of Science in Computer Science, is completing a Master of Science in Data Communication and Software Engineering at Makerere University, and maintains certifications in, Cybersecurity (CC – ISC2), and HCIA (Routing & Switching, Security, Cloud Computing) and Azure Fundamentals.
